Add defcustom to define the cycling order of `recenter-top-bottom'. (Bug#4981)
* window.el (recenter-last-op): Doc fix.
(recenter-positions): New defcustom.
(recenter-top-bottom): Rewrite to use `recenter-positions'.
(move-to-window-line-top-bottom): Rewrite to use `recenter-positions'.
