Give read-expression-history a doc.
* lisp/simple.el (read-expression-history): Remove, it's in minibuf.c.
* src/minibuf.c (syms_of_minibuf) <read-expression-history>:
Give it a doc string.
* src/globals.h: Add Vread_expression_history.
