Prevent Lisp nesting errors while bootstrapping.
lisp/Makefile.in: Compile vc-arch.el before others; having it loaded
from source while bootstrapping sometimes causes too deep nesting.
(Perhaps it's time to increase max-lisp-eval-depth?)
