(all): Don't complain about missing GTK-related variables, unless either `gtk' is boundp or this isn't a `windows-nt' build.

This directory contains the source code for the architecture-dependent
files that go in ${archlibdir}.  At present, these are mostly utility
programs used by Emacs.
