(tooltip-mode): Set tooltip-show-help-non-mode as
show-help-function when turning tooltip off.
(tooltip-show): Call tooltip-show-help-non-mode if use-echo-area.
(tooltip-trunc-str, tooltip-show-help-non-mode): New.
