(tooltip-gud-echo-area): Rename from
tooltip-use-echo-area.
(tooltip-show, tooltip-gud-process-output, gdb-tooltip-print)
(tooltip-help-tips): Allow GUD tooltips to be displayed in echo
area independently of where help tooltips are displayed.
