Fix Bug#5840.
* icomplete.el (icomplete-completions): Use `non-essential'.
* net/tramp.el (tramp-connectable-p): New defun.
(tramp-handle-expand-file-name)
(tramp-completion-handle-file-name-all-completions)
(tramp-completion-handle-file-name-completion): Use it.
