(rsf-beep, rsf-sleep-after-message, rmail-spam-filter): Don't declare.
(rmail-get-new-mail-filter-spam): Declare. Move definition to
rmail-spam-filter.el.
(rmail-get-new-mail-1): Move the beep and sleep to
rmail-get-new-mail-filter-spam.
