Find changesets by keywords (author, files, the commit message), revision number or hash, or revset expression.
(report-emacs-bug-hook): Use skip-chars-forward to check for non-ASCII characters, and to find them. Don't use find-charset-region. (report-emacs-bug-pretest-address): Update address. (report-emacs-bug-address): Likewise.
