Test USE_TOOLKIT_SCROLL_BARS everywhere with #ifdef and #ifndef instead of using #if. (XTread_socket) [USE_MOTIF] <KeyPress>: Call XmIsScrollBar only if USE_TOOLKIT_SCROLL_BARS is defined.
