Doc fixes.
(sort-charset-list, charset-multibyte-form-string): Removed.
(list-character-sets, list-character-sets-1)
(list-character-sets-2): Re-written.
(non-iso-charset-alist): Set to nil and made obsolete.
(decode-codepage-char): Re-written and made obsolete.
(read-charset, describe-character-set): Don't use
non-iso-charset-alist.
(describe-coding-system): Use keyword properties.
