(Ffile_writable_p): Use stat to test for existence.
(check_executable, check_writable): New functions.
(Ffile_executable_p, Ffile_writable_p): Use the new functions.
(Fread_file_name): If DEFAULT is nil and INITIAL is not,
use INITIAL to set DEFAULT.
