Doc fix, define functions properly if mule package is
loaded or not.
(ccl-encode-ethio-unicode, ps-mule-encode-ethiopic): Define properly if
mule package is loaded or not.
File dependence fix.
(ps-multibyte-buffer): Moved to ps-print-def.
