(face-attribute): Add INHERIT argument, consider face inheritance if non-nil.
(face-attribute-merged-with): New function.
(face-attribute-specified-or): New macro.
(face-foreground, face-background, face-stipple): Add INHERIT argument.
Use `face-attribute-specified-or'.
