Change maintainer.
(tcl-electric-hash-style): Change default to nil.
(tcl-imenu-generic-expression): Use tcl-proc-regexp.
(tcl-do-auto-fill): Remove.
(tcl-auto-fill-mode): Rewrite using comment-auto-fill-only-comments.
