* progmodes/gud.el (tooltip-use-echo-area): Remove alias.
Define in tooltip.el.
(gud-tooltip-process-output): Respect tooltip-use-echo-area.
(gud-tooltip-tips): Respect tooltip-use-echo-area and
gud-tooltip-echo-area.
