* custom.el (provide-theme): Ban `user' theme name.
(custom-enabling-themes): New variable.
(enable-theme): Don't enable user if custom-enabling-themes is t.
(custom-enabled-themes): Make it a defcustom.
(custom-theme-recalc-face): No-op if face is undefined.
