(rmail-insert-inbox-text): Use rmail-have-password,
rmail-get-pop-password and rmail-set-pop-password.
(rmail-have-password, rmail-get-pop-password)
(rmail-set-pop-password): New functions.
(rmail-encode-string): New function.
