(LIBS_SYSTEM): Define only if HAVE_X_WINDOWS. (USG_SHARED_LIBRARIES, CLASH_DETECTION, NO_FCHMOD): Define. (HAVE_TIMEVAL): Do not define. (NO_ASM): Only define once.
