Add variable scroll-error-top-bottom.

* simple.el (scroll-error-top-bottom): New defcustom.
(scroll-up-command, scroll-down-command): Use it. Doc fix.
* emulation/pc-select.el (pc-select-override-scroll-error):
Obsolete in favor of `scroll-error-top-bottom'.
