Make prefix keys work with keymap inheritance
by creating an inheritance structure for each subkeymap
that we create in the inheriting keymap.
(access_keymap): New arg NOINHERIT. All calls changed.
(define_as_prefix): New function.
(Fdefine_key): Use them.
