(DOWNCASE): Return int, not Lisp_Object.
(UPPERCASEP): Use DOWNCASE.
(UPCASE_TABLE): New macro.
(NOCASEP, UPCASE1): Use UPCASE_TABLE.
[!NO_UNION_TYPE] (make_number): Declare.
