Avoid corrupting archive-contents file.
* emacs-lisp/package.el (package--download-one-archive): Ensure
that archive-contents is valid before saving it.
(package-activate-1, package-mark-obsolete, define-package)
(package-compute-transaction, package-list-maybe-add): Use push.
