(charset-quoted-standard-p): New function.
Use it instead of quoted-symbol-p.
(charset-id): Use charset-quoted-standard-p.
(quoted-symbol-p): Function deleted.
(set-terminal-coding-system): Specify default to read-coding-system.
(set-keyboard-coding-system): Likewise.
