Add support for large files. Merge glibc 2.1.2.
* configure.in (AC_CHECK_HEADERS): Add stdio_ext.h.
(HAVE_TM_GMTOFF): New symbol.
(AC_CHECK_FUNCS): Add __fpending, ftello, getloadavg, mblen,
mbrlen, strsignal.
(LOCALTIME_CACHE): Don't include stdlib.h, as config.h does this now.
