(enum charset_method): Delete
CHARSET_METHOD_MAP_DEFERRED.
(DECODE_CHAR): Check if the decoder vector is ready.
(ENCODE_CHAR): Check if the encoder char-table is ready.
(maybe_unify_char): Extern it.
