Include frame.h unconditionally.
(Fframe_face_alist, Fset_frame_face_alist): Define unconditionally.
(Finternal_next_face_id, next_face_id): Likewise.
(syms_of_xfaces): Define unconditionally,
but conditionalize some of the contents.
