Fix more prototypes.
* atimer.c (start_atimer): Use EMACS_TIME, not struct timeval.
* sysdep.c (set_file_times): Use EMACS_TIME, not struct timeval.
* xgselect.c (xg_select): Use SELECT_TYPE, EMACS_TIME.
