(make-coding-system): If the arg TYPE is
4, set coding-category property of the coding system to
coding-category-ccl.
(find-new-buffer-file-coding-system): If the arg CODING carries
some information (about text conversion or eol conversion), always
return a new coding system.
(charset-origin-alist): New variable.
(make-translation-table-from-vector): New function.
