(Qcontrol): Rename from Qctrl. All uses changed.
(syms_of_macterm): Staticpro Qcontrol, Qmeta, Qalt, Qhyper,
Qsuper, and Qmodifier_value.
(Vmac_control_modifier, Vmac_option_modifier)
(Vmac_command_modifier, Vmac_function_modifier)
(Vmac_emulate_three_button_mouse, Vmac_wheel_button_is_mouse_2)
(Vmac_pass_command_to_system, Vmac_pass_control_to_system)
