(Top): Fighting Information Overload chapter added. (Getting started with rcirc): Add notice of rcirc-track-minor-mode. (rcirc commands): Moved /ignore command to the new chapter. (Fighting Information Overload): New chapter documenting /keyword, /bright, /dim, channel ignore, and low priority channels.
