Renamed from Makefile.in. Makefile.in is now generated from it, and then preprocessed. Change comments to C syntax. Include config.h. (LIBS_SYSTEM, LIBS_MACHINE): Define as empty if not defined. (LOADLIBES): Define from LIBS_SYSTEM and LIBS_MACHINE.
