romkan_next は、文字入力関数 keyin (romkan_init を参照。) からの値を文字単
位にまとめたコード(１バイトコードの文字はそのまま、２バイトコードの場合は 、
上位バイ ト×２５６＋下位バイト)を返す。この関数は、ローマ字仮名変換を行わ
ずに入力文字を受け取るときに使用する。
