remove CODEC_FLAG_NOT_TRUNCATED & add CODEC_FLAG_TRUNCATED
add CODEC_CAP_TRUNCATED
add alpha plane to AVPicture
remove CODEC_ID_MSMPEG4
remove various unused stuff
support "truncated" mpeg4 streams
