configure: Drop recently-added check for swab() in string.h again. This change was initially done to accomodate non-POSIX MinGW64, which placed swab() in string.h. The MinGW64 system headers have been updated to declare swab() in unistd.h, where we expect it, so two checks are now unnecessary.
