Announce SMP support for Win32. Don't hardcode dwNumberOfProcessors=1 for Win32 anymore; the mutex/event code is still far from perfect, but now good enough that I can't find any codecs that breaks with this (tested on a quad with various codecs). This tells codecs they can use more than one core if they want to (some already did, by launching multiple threads even when told there was only a single core).

 * dct36_k7.c - 3DNowEx(DSP)! optimized dct36()
 *
 * This code based 'dct36_3dnow.s' by Syuuhei Kashiyama
 * <squash@mb.kcom.ne.jp>, only two types of changes have been made:
 *
 * - added new opcode PSWAPD
 * - removed PREFETCH instruction for speedup
 * - changed function name for support 3DNowEx! automatic detection
 *
 * note: because K7 processors are an aggresive out-of-order three-way
 * superscalar ones instruction order is not significand for them.
