annotate PLUGIN_HOWTO @ 18398:16bdcffb1c62

Find changesets by keywords (author, files, the commit message), revision number or hash, or revset expression.
Use the glib strcasecmp functions everywhere, as we've had reports of problems on Windows (with Visual Studio) and the Maemo platform. This way we don't need to worry about where to include <strings.h>.
