annotate README.mingw @ 25175:5590af2fc1c2

Find changesets by keywords (author, files, the commit message), revision number or hash, or revset expression.
Add other languages committed by translators to the ChangeLog and run XGETTEXT_ARGS=--no-location intltool-update on the files that added in file locations/line numbers.
