Fetch and track capabilities for MUC members. Add a further constraint for fetching that *node && *ver (someone in chat@c.j.o was advertising <c node="" ver="">).

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
