I mean. This fixes a weird bug javabsp noticed with tab completion where,
if you have more than 2 dudes in a chat with more than 2 of the first
characters of their screenname the same then the the tab complete would
leave off the last character.
Really I think we just need a gaim_utf8_strncasecmp. Note the "n" in there
