Remove RC4 implementation, now exclusively rely on libpurple to provide RC4.
Libpurple has had RC4 for two revisions (2.0.1 and 2.0.2) now, so it is
a reasonable time to break compatibility with 2.0.0.

You can also generate this documentation locally by installing doxygen and graphviz dot, then running "make docs" in the source tree. The documentation will be in the docs/html directory.
