I think this was accidentally changed in revision 42f920565e5e9bffbb52c96d915a4900b21c3f62 That being said... I doubt this affected anyone. I think if your buddy list was completely empty and you tried to add someone to your permit, block, visible or invisible lists then MAYBE it would fail.
