this adds some per command help strings to IRC.
Someone might want to proof read this for typos or errors.
I actually know what IRC commands are supposed to do. But I still may have
gotten some arguments wrong, since we don't take the exact same arguments
we send the server. Also some of these help strings suck. Patches welcomed.
