[gaim-migrate @ 16110]
support for JEP-0085 (chat state notifications)
Basically, this gains us the ability to send/receive the fact that a
user has typed, and then stopped.
This has passed the WorksForMe(TM) test suite...lemme know if you notice
anything weird.
