Remove purple_util_fetch_url_request_len() and change the few places that used it to use purple_util_fetch_url_request_len_with_account()

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
