Add Maiku's revision b22fe1b183e37298da577f19bdca6f318b209324 to the changelog. I don't think this change made it into 2.9.0, did it?

http://developer.pidgin.im and click on API.  From there, see the
HOWTOs in the "Related Pages" section.

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
