Fix idle reporting as discussed on devel@. Poll as needed when we're not idle, and poll frequently (once every three seconds) when we are. Fixes #1357

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
