Try to fix msgfmt detection *again*. If this doesn't work, we'll probably have to start writing our own macros for this junk, which I greatly desire to NOT do.

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
