Register URL handlers for everything that Windows has knows about like we do for GNOME. We still pass everything to the "http" "open" handler for security reasons. Fixes #10462

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
