Require SSL/TLS by default for XMPP accounts. Closes #8666. I'm a bit concerned that this might cause some confusion for people who use servers that just don't support TLS connections, but at the moment at least I think that confusion is better than leaving connections unencrypted.

"Related Pages" section.

You can also generate this documentation locally by installing
doxygen and graphviz dot, then running "make docs" in the
source tree.  The documentation will be in the docs/html directory.
